Was World War II planned to happen?

World War II was guided to happen the way it did by
Josef Stalin. For the western allies and Germany, it
happened by accident in the sense that neither
Britain, France or Germany wanted to fight another
great war. Hitler himself desperately wanted to avoid
one. FDR certainly provoked the Japanese 'surprise
attack' on Pearl Harbor. He hoped they would attack
Pearl and he and his top advisors--namely General
Marshall--withheld foreknowledge of the attack from
Pearl Harbor and thus may be held responsible for the
over 2,000 sailors and airmen who perished there. FDR
provoked and hoped Germany would declare war on the
USA and sought the Japanese attack on Pearl as a back
door to war. In that sense US involvement in the war
was planned by FDR by October 1940 at the latest.

As for the current global war on terror, I do not
believe that the Bush administration deliberately
provoked the 9-11 attack on the WTC that killed nearly
3,000 Americans. Certainly, they were negligent for
ignoring the warnings that said Bin Laden was planning
on hijacking airliners to use as a weapon against
prominant US buildings. That said, they took advantage
of 9-11 as a pretext to try to get a skeptical
American citizenry to support their invasion and
occupation of secular-non-terrorist, non-WMD Iraq an
action which had absolutely nothing to do with
retaliation against the people who attacked us on
9-11. Indeed, it is clear that Saddam and Bin Laden
were enemies as Bin Laden volunteered to lead an army
against Iraq in 1990, but was turned down by the
Saudis.

Can't you see WWII did not just happen it was
guided to happening? I make
the same charge on the current war going global by
design.
